I like the SEO comparrison “it all comes down to content”. There is so much static on Twitter that if you really want to get involved in the conversation, keep a following that you can actually manage. Also, start cutting people you follow that tweet 50 times a day (unless the tweets are actually benefitting you).

Personally I use Tweetdeck and organize people into groups there. You won’t see these groups anywhere and I don’t use the list feature in the web interface (in fact I rarely use the web interface at all). I may be following several hundred people and I do cull them regularly, but discounting following an account simply because it has no or few lists seems odd as you may miss some interesting or authoritative accounts that simply choose another option to organize the accounts they follow.
